Minister Yen-Nun Huang of the Ministry of Digital Affairs graduated from the Department of Electrical Engineering at National Taiwan University, and holds both a Master's and a PhD in Computer Science from the University of Maryland, USA. An expert in the ICT field, his specialties include the data economics, artificial intelligence, information security, and cultural technology.

He has previously served as a distinguished researcher and department head at AT&T Bell Labs, Executive Vice President at the Institute for Information Industry, President at Veetime Corporation, a Distinguished Research Fellow at Academia Sinica, Deputy Executive Secretary of the Board of Science and Technology at the Executive Yuan, Director of the Research Center for Information Technology Innovation at Academia Sinica, and Chairman of the Computer Society of Republic of China. He is well-acquainted with the development planning of industrial, governmental, and academic research entities.
